The start of 2023/24 Season has seen the implementation of the latest approach to the training of new referees, with it being primarily focussed on the practical training and learning of the skills required to referee a 9v9 or 11v11 football match.


 


The learning of the practical elements of refereeing, together with the application and understanding are facilitated on the course by Hampshire FA Referee Tutors, with the candidate taking a greater responsibility to learn the Laws of the Game through distance learning prior to, during and after the practical sessions of the course.


 


This new and enhanced approach to training new football referees will better prepare the candidate for the role as a referee.


 


The following ‘Frequently Asked Questions & Essential Information’ is a brief guide to how this will be delivered and how it affects you, the referee candidate.


 


Are there any age limits re: the course?


Anyone aged 14 or over can become a referee in the Testway Youth Football League including Girls.


 


You must be 14 years or over to book on and attend a UK Basic Referees Course


 


There is no upper age limit but candidates need to be able to fully participate in practical sessions and be fit.


 


Please note, until you reach the age of 16, you will only be able to referee games involving children at least 1 year younger than yourself.

·         Once a ‘Get into Refereeing Evening’ is scheduled through Testway Youth Football League, you can then set about completing the online course work.  


·         Course dates and locations are released by Hampshire FA on the website; however, attendance will only be allocated to those who have attended a ‘Get into Refereeing Evening’. Please note that attendance at the ‘Get into Refereeing’ Evening does not guarantee a place on a course.


·         All the Hampshire FA Courses are now arranged in line with demand for courses from football in that area (Leagues) in the first instance, then that of the potential candidates.


 


 


 


So what is the first step?


 


Understanding the Laws of the Game


This new online guide is the official first step towards becoming a referee. It is free to complete, open to everyone who is 14+ and over, five modules will carefully guide you through the Laws of the Game. You will be shown how each Law should be applied during matches, with plenty of opportunity to try what you’ve learned with several interactive activities. Once complete you will be ready to move onto the face-to-face training course, which will start back up once government guidance permits.


 


How much does the Hampshire FA Course cost?


The Hampshire FA Course costs £145. At the end of the course, and when you pass, you must register as a Hampshire FA Referee. The cost of completing this is £20 (which is repeated annually before the start of each football season).


 


Therefore, the total cost might seem expensive, but this can be quickly recovered as you referee more games. The average payment of refereeing a Testway Youth Football League football match is between £22 and £38. Therefore, after five games you will have recuperated roughly £150.


 


Are there any Referee Course Pre-Requisites?


You need to be least 14 years of age and have completed relevant FA Safeguarding Children training (this will be covered on the course). For those aged 16+ you will need to obtain a valid FA CRC - the County FA will be able to advise how to process this.

When do I register and pay to join the main course?


Shortly after attending the Introductory Session (normally the next day), a link to the booking site will be emailed to enable the candidate to book and pay for their place on the course.


 


Once the booking stage has been completed and payment received, pre-course learning material will be sent for study and completion prior to attending the practical training elements of the course.


 


What will I get additionally to help increase my Refereeing Knowledge?

What are the Basic Referee Course Details?


The FA Referee Course is designed to equip new referees with the key skills and knowledge they will need to be able to referee grassroots football matches safely and effectively.  It is for people aged 14 and over who want to referee mini soccer, 9 v 9 and/or 11 v 11 football.  

The course comprises online learning on the Laws of the Game and face-to-face training. You must complete the online learning before attending the face-to-face training. You will also need to complete online safeguarding training before attending the face-to-face training.


 


What is the Course Content?



Online Learning:


The online learning has 5 Sections (Modules) and will take approximately 90 minutes to complete. There are many videos to demonstrate how the Laws should be applied, activities to help reinforce the important points and, at the end of each module; there are some questions to test what you have learned.

Module 1 – Before the Match


This module covers the referee’s pre-match responsibilities and includes ensuring players’ kit is safe, how to carry out the coin toss and what a referee needs to take to a match with them.


 


Module 2 – Signals and Communication


This module contains short video clips (GIFs) which show every signal the referee and assistant referee might give during a match.


 


Module 3 – ‘Getting it Right’


This module deals with foul challenges, violent conduct, handball, unsporting behaviour, DOGSO offences and advantage. It uses video clips from football at different levels to show how the referee should manage common scenarios.


 


Module 4 – Offside


This module also uses video clips, this time to demonstrate what is and is not offside and how the referee should manage offside offences. The clips, like those used in the ‘Getting it Right’ module are voiced over to explain the decisions the referees make.


 


Module 5 – Managing Restarts and Set-Pieces


This module covers restarts and set pieces, including goal kicks, corner kicks, throw-ins, free kicks and penalty kicks. It uses both video and illustrations to clarify what players must do at each restart and set piece and explains what the referee should do if players don’t comply with the Law.


 


Face to Face Training
There is approximately 11 hours of face-to-face training (normally one evening, followed by 2 Days). Day 1: 09:00 hrs – 16:00 hrs. Day 2: 09:00 hrs – 14:00 hrs. Both days are a mix of training room work with practical activity on a pitch. Key messages from the online learning are reinforced throughout.  The training room work includes:

• Fun, interactive quizzes
• How to establish rapport and build relationships with players and coaches
• Recognising and dealing with foul challenges and handball
• Managing offside
• Dealing with inappropriate behaviour 
• Managing players 

On the pitch, you will have the opportunity to turn your knowledge into skills through refereeing game-based scenarios. You will practise:

• Communicating decisions
• Cautioning and sending off techniques
• Managing the kick off, free kicks, penalty kicks, corner kicks and throw-ins 
• Positioning in open play and at restarts
• Being an assistant referee


 


Why will I need to undertake FA Safeguarding Children Training?


All referees are required to undertake ‘FA Safeguarding Children’ training before they will be able to register with The FA as a referee.  This is an online session with videos and some questions as part of your online learning.


 


You will complete this either before or during the course and certification, it will last for 3 years.


 


Will I need to undertake an FA CRC (formerly CRB) check?


All referees aged 16 years or over who wish to officiate in youth football anywhere in the UK are required to undertake an FA CRC enhanced check before they will be able to register.


 


This is a simple on-line process, which will be fully explained to you at the Introduction Event and will need to be in process before the commencement of the course. Certification lasts for 3 years.

What level of referee will I be at the end of the course?


Successful pass of The FA Referee Course sees the candidate move from FA Level 9 (Trainee) to FA Level 8 Referee (if aged 14 or 15) or FA Level 7 Referee (if/when aged 16 or over).


 


How do I qualify as a referee?


To qualify as a referee, you must also referee 5 games after you have attended the face-to-face training. You will then receive a certificate and an FA Referee badge.


 


Where will I referee my first FIVE games?


Appointment of these first 5 games is crucial to the course and for your self-development as a referee.


 


Testway Youth Football League and Hampshire FA will assist you in obtaining these matches, or you may wish to obtain this yourself via your own contacts.


 


All matches will be affiliated to Hampshire FA or a similar County FA, e.g. Hampshire.


 


Will I be paid to referee during my 5 matches?


In normal circumstances, the home team manager will pay you either cash on the day or by bank transfer, unless you have previously arranged an agreement with a club and the manager.


 


Do I have to re-register to referee each season?


Yes, you will need to re-register with Hampshire FA each season. This is an on-line process and currently costs £20 (about one match fee).


 


What support will I receive from Hampshire FA?


Hampshire FA provides a strong support network (Mentoring) for all referees and especially trainee referees.


 


Full details of the mentoring scheme will be advised during the course. In addition to being mentored early on, you will be invited to attend development sessions with relevant advice and support available.


 


You can also contact the Hampshire FA Referee Development Team or the Testway Youth Football League Referees Development Officer at any time should you have any issues or questions.


 


There is also an active network of local Referee Association branches that provide support through local meetings. Details of these will be provided during the course.


 


How do I move up the refereeing ladder?


The Testway Youth League and Hampshire FA is keen to see and help its referees develop and progress to achieve their full potential and have a structured promotion pathway for referees.


 


The basic requirement is that you will be officiating in Adult football and must have refereed a minimum of 20 games prior to seeking to be promoted.


 


Applications to Hampshire FA for promotion must be made by no later than 28th February of each year to the Referee Development Manager.


 


Referees will receive notification of the promotion scheme and criteria guidelines.

FA REFEREES COURSE 2023/24 AND BEYOND


1.            Overview


The FA Referee Course is designed to equip new referees with the key skills and knowledge they will need to be able to referee grassroots football matches safely and effectively.  The minimum age to attend the FA Referee Course or Complete online Learning is 14 years of age.  For those under that are under 16 years of age, please ensure that your Parent or Guardian is aware that you wish to undertake referee training, as they will be required to Link their FAN to yours.   For further information on FA Numbers (FAN), please see below.  If you do not complete the Link of your Parent or Guardian for those that are under 16 years of age, you will not be able to complete the online training and will not be called forward to attend Face to Face Training.

So that the FA can better track candidates can you please complete the following form – please ensure that this Form is completed correctly.  Please before submitting this form that you have ensured that your FAN matches the information that you submit as part of the process.

4.            Cost to attend the Course


Please note that the cost to attend the FA Referees Course is £145.00


Once you have submitted your expression of interest, please ensure that you complete the online learning Laws of the Game and also Safeguarding (complete the Safeguarding For All); until you have completed this you will not be called forward to conduct the face to face training - BOTH THE ONLINE LEARNING (The FA Guide to the Laws of the Game) and Safeguarding MUST BE COMPLETED BEFORE A CANDIDATE CAN ATTEND FACE TO FACE TRAINING.  It is therefore suggested that you complete this as soon as possible so that you can then attend Face to Face Training.  You will only be invited to attend a course having completed both.


 


4.            Course Content


The online learning can be accessed at this link and is free of charge.  Candidates will require a FAN and password to complete the online course content, this cannot be the parents FAN (unless the wish to take the course themselves).

This module covers restarts and set-pieces, including goal kicks, corner kicks, throw-ins, free kicks and penalty kicks.  It uses both video and illustrations to clarify what players must do at each restart and set piece and explains what the referee should do if players don’t comply with the Law.


 


6.            Safeguarding.


 


Before attending the Face to Face training, learners must also have completed the appropriate online safeguarding training.   Safeguarding (complete the Safeguarding For All);


BOTH THE ONLINE LEARNING (The FA Guide to the Laws of the Game) and Safeguarding MUST BE COMPLETED BEFORE A CANDIDATE CAN ATTEND FACE TO FACE TRAINING.  It is therefore suggested that you complete this as soon as possible so that you can then attend Face to Face Training.  You will only be invited to attend a course having completed both.


7.            Face-to-Face Training


There is 11 hours of face-to-face training (normally one evening (3 hrs) and one day 8 hrs); which mixes training room work with practical activity on a pitch.  Key messages from the online learning are reinforced throughout.  The training room work includes:


·         Fun, interactives quizzes.


·         How to establish rapport and build relationships with players and coaches.


·         Recognising and deal with foul challenges and handball.


·         Managing Offside.


·         Dealing with inappropriate behaviour.


·         Managing players.


On the pitch, you will have the opportunity to turn your knowledge into skills through refereeing game-based scenarios.  You will practise:


·         Communicating decisions.


·         Cautioning and sending off techniques.


·         Managing the kick off, free kicks, penalty kicks, corner kicks and throw-ins


·         Positioning in open play and at restarts.


·         Being an Assistant Referee.


8.            Once we can deliver Face-to-Face Training you will be invited to attend the course.
